Regardless of which phase takes the longest, isn't it equally important which phase or phases will cost the most to complete ?

I believe those percentages are of effort (read budget) for the complete work.

I can already tell you that there is no way that assessment phase will cost more than the correction phase.

I misled you with terminology here... correctly should be "Step I" which includes planning, inventory, assessemnt, impact analysis, awareness, log rolling, etc.

A real problem with trying to hang numbers & percentages on these various activities is that organizations tend to turn deaf, dumb & blind when it comes to any sort of consistant historical memory of what they actually did. I've always chaulked it up to the fact that if one were to keep accurate records of how well/poorly projects were managed, then someone might be held accountable... perish the thought!

But actually touching code is a pretty small portion of the work that goes into making software systems work.
