That's why I said it's being used as a delaying tactic.
Ideally the evaluation of the damage done should be independent of the decision to indict, but that's not how it works in an environment that by its very nature is political.

When the people who are supposed to prosecute you are your political allies, there's a real problem in the system itself.

Will Trump shake this up? I doubt it, but he (and Sanders to an extent) are riding on the hopes of people who are calling for just that.
