It doesn't. Because govtOS is created in a manner that works only on that phone. It doesn't affect anybody else. The govt has to fight apple every time in courts and has to win if they need govtOS for a given phone.

GovtOS code is trivial. Because govtOS code is signed by apple and its devices update to govtOS iff it is signed by Apple, even if the whole code is known by anybody, it doesn't matter. Knowing govtOS code doesn't help a hacker.

I think the judge will order apple to create govtOS for this iPhone.
