Its not?

So Apple will have to release 20 lines of code for each government entity that requests a back door.

Because if its the same code, then Russians can monitor everyone or the Chinese... so each entity will be able to order Apple to have a backdoor for them too.

Not only that but each backdoor will have to be entirely different... lest one government figures out the other backdoors from theirs.
