There's already a left-wing label for that: Gentrification That is true for former ghettos in close in proximity of big very high cost cities along the coasts. Look at parts of Bay Area or Harlem and parts of Brooklyn, In middle America and the rust belt is a different story. I get where you are going with this but I am trying to be optimistic it will be different outcome not making very high cost new development forcing out the locals with no input or participation by the locals... I have serious doubts on anything really working in these communities long term other than old fashioned family values the way America used to be over 50 years ago.. With trump we got a shot while with Hillary is same old story going on for decades. A third term Obama most scary of all..
