Flying cars have been around. Safe and esp. economical flying cars not so much. Mass produced flying cars not at all.

The basic technology is the same as a light aircraft. No big breakthroughs needed. But it might just be something that will never really be affordable. And trying to be two things at once results in compromises that is isn't as good of a car as a dedicated car, or as good of a plane as a dedicated aircraft. Just like amphibious cars are not as good of car as a good car, or boat as an equally expensive dedicated boat.

Also you would have to have a pilots license to fly it.
