The $15B is a tax deduction, not a tax credit. It's a tax deduction because it's not a penalty. The $5B of the $20B settlement is a penalty, and not tax deductible. The after tax value to the public of the $15B is around $8.5B. You're partly correct that some of cost of the cleanup is footed by the public owing to lost tax revenue.
