Yes Brumar, that's the one study that is being repeated all over the place.

The big question is the battery. What does it take to manufacture it, and how can all of the energy costs be offset by methods like recycling?

Tesla can figure this out with or without government subsidies. They have a vested interest in reducing the cost and making it more viable for the mass market.

I just don't trust a suspicious-looking assumption that is based on a single study being echoed all over the place. Putting the energy equivalent of 1,400 gallons of diesel into the manufacturing of one Tesla battery sounds like an extraordinary claim.
