They were subsidized, both by the State of Texas and the Federal government. If you scroll down in this link to "THE DEVELOPMENT OF WIND POWER IN TEXAS" it gets into them. As far as the state subsidies go, remember, this was a Republican dominated legislature,

As one of the comments notes, fossil fuel subsidies have been going on so long, no one even thinks about them. Especially in fossil fuel rich Texas.
