After reading the act and Regs. I think considering the short time frame which it all transpired. The commissioner could reverse the ownership. But in almost every section it provides for a complainant who is not satisfied with decision can within 30 days apply for a case to be heard by the Supreme Court. And the Gold Commissioner would adjust the books to comply with the Courts decision what ever it is.


The no compensation aspect simply denies the right to sue the Government or it's administrators for their actions that may adversely affect a person or company while implementing laws and regulations as they interpret them.
