You can try a demo version of a package called Neuogenetic Optimizer from Bio-Comp systems. I think it is a full version, but it is limited to 5 inputs and 45 days of eval. It would give you a taste of whats out there though!

You mentioned GA based neural nets and the expense of such systems. Which ANN systems have you looked at based on , or working substantially with GA?
