I can recall being in Houston during a terrible rain in the 80s where the freeway to the south was under water and impassible. We ended up having to back out of that situation and go south to about Friendswood or somewhere before being able to drive around it.

I'm not really blaming the mayor as this problem has surely been brewing for years, but to just come out and tell people, "This cannot be fixed, you just have to deal with it" is BS. It can be fixed. The question is how and how much.
