I think that applies more to Donnie. Rafe has never gone bankrupt, much less four times. And he's had a very successful career and designed a well run Presidential campaign.

Donnie is basically a salesman and an unethical one. He sells himself as a business genius but what kind of fool goes bankrupt FOUR times. Whether he "came back" by going into new fields, four bankruptcies still makes him a serial failure.
