Because I'm happy with where we are at right now. I prefer the kids have the 4 year old phone because newer phones present higher risk of damage and theft. No stressing over a destroyed 4s.

But the fact that a 4 year old phone has any value at all underscores the point. There is value (real and perceived) in the iPhone itself and in the high initial sales price.
