MOFCOM knows its holding the cards, and likely asking for something in return.
That's exactly what i meant.
It could be some form of access to intellectual property, a huge plant in China and/or something else.
There should be ongoing negotiations.
China's goal is to locally source most of the components they now buy abroad.
