james..you can short the stock in foreign markets..Canada or England..

Not sure why you think that its not a possibility..

dont thnk you can short in the US until a stock is marginable..but
no problem anywhere else.

Jim,

The market makes can short and you can short in Canada and other overseas markets. I believe there has been in the past and continues to be significant shorting out of Canada.
