For sure.

This sounds like another situation where Trump won delegates, but under state party rules they're only bound to vote for him for one or two votes depending on the state (in TX, it's two votes). A smart candidate will go to the state (and county and precinct) conventions and run delegate slates of individuals loyal to him .... so that if there's a second or third vote, the legally freed delegates can swing to who they WANT to support.
