This assumes that 1998 is the qualifying year. The language in Roth is not specific to dates for qualifying adjusted gross income. It may be logical to assume that 1998(instead of 1997) is the year to establish income for the rollover, however, in conversations with my accountant this appears to be one of the unanswered questions.
