This report could have been written without a site visit. It carries all the clichés of neo-liberalism: transform the economy from a government-led to a market-led one, cut subsidies and transfer payments, and sell government assets to finance the transition. There is not one hint of the peculiar political economy and cultural context of Saudi Arabia.

That is just like not only McKinsey but all of these consulting groups. I once worked for a half billion dollar company that got into trouble and brought in some fresh faced consultants from the Boston Yankee Group. Exactly the same kind of stupidity. It is incredible how stupid those people can be while being book smart.

Maybe the Saudis should have just taken a random selection from Bernie voters and asked them what to do. After all, they are really the smartest guys in the world, lol.

Really, those groups are the same thing governed by different models of what is "right": they all ignore history and context and real human beings on the ground.
