That has been the case since the very beginning. But less is known about the role of the British in the overthrow of Iran's democratically elected government, which eventually led current animosity between US and Iran. Or the role of Australia in getting US deeper into Vietnam. Or... Long story short, smart countries figure out which politician can be manipulated to get the US to do their dirty work for them and the US ends up as the patsy with the wrap...not that US is that innocent. Nobody can make you do what you don't want to do. But the guy gives a nudge while you are on the ledge or knowingly invites an alcoholic to an open bar party is not innocent either.
