I routinely receive calls at home from my children, and theirs, staying in hotels all over the globe. I don't think any of those calls have ever been mobile operator-supported. They've either been Skype, or Facetime, txt, or some other IP-based over-the-top PSTN/GSTN workaround. I note that in many developed regions it is a statutory requirement to carry POTS, sometimes for the sole purpose of supporting 9-1-1 and E-911 emergency reporting and locating capabilities.
