For a couple years the capital of the Republic of TX was located in Houston. John James Audubon visited the town at that time and reported he had to wade water to visit the Sam Houston's Presidential "mansion*."

Yep, Houston had a flooding problem from the very beginning. Naturally because it was built on a swampy prairie on the Gulf Coast.

* It was a two room cabin with a dog trot in the middle.
