The IPCC tell us they can find no evidence that floods are getting bigger or more frequent on a worldwide basis:

And as far as the US is concerned, the USGS say:

Only one of four large regions of the United States showed a significant relationship between carbon dioxide (CO2) in the atmosphere and the size of floods over the last 100 years. This was in the southwestern region, where floods have become smaller as CO2 has increased.

I know all about it, I live here. If you drew a line between Brenham (mentioned in your post) and Liberty (where the local USHCN station is) the line would go through the Spring/Klein area where I live as well as over the primary airport here (there are several airports in the metro area).



All that rain hit my house. The only impact on us is its delaying some internal remodeling we have going on. People can't deliver stuff we need and come install it. Don't worry, we're following your lead and not installing solar, this is strictly inside the house remodeling.
