It should rotate.
Will shimmy do? The entire spaceship (including all underground structure) is supported on hundreds of ball bearings in bowl like structures above and below the bearings. It's for earthquakes. If there is a major earthquake in the area the building should shimmy a little and then settle down back to it's original position.

Granted, it's not a rotation, but it is something. Maybe once a month all employees will have to stand up in the outer walkway and on the count of three, sprint in a clockwise direction. It's just to test the ball bearings, of course.
