It doesn't matter who the President was. The CDC's policy at the time was based on international agreements. I posted the statement from the CDC saying so And if Reagan had decided to "ally" with Saddam, we rather than the Soviets, China and France would have supplied with billions in arms .... not just stuff like agricultural credits. That's right. When the US allies with nations at war we do more than sell them wheat and even computers. We provide tanks and planes. Saddam was armed by the USSR, China, and France.
