It doesn't matter who the President was. The CDC's policy at the time was based on international agreements.

I posted the statement from the CDC saying so

That's right. When the US allies with nations at war we do more than sell them wheat and even computers. We provide tanks and planes. Saddam was armed by the USSR, China, and France.
