things were different with emails and servers and information tech departments. rules and regulations for security were in flux then. the regulating infrastructure had not caught up with the new technology. it never will. hang on for the ride. the next war will be a cyber war, and it will be expensive. all that's important is that she's not a spy or a corrupt public official.
