What would be a meaningless minimum in San Francisco, not even raising the wage of entry level people because they are already past that level, would be a damaging increase in business cost, and discouragement to hiring workers in the poorest and lowest cost sections of the country.
Exactly.

Even California's $15/hour minimum wage, once it completely phases in, will have a disproportionate effect on California's rural areas such as Bakersfield or Fresno while having a negligible impact on San Francisco.
