Any static defense is going to be penetrated. But it reduces the rate of penetration over an open border, especially if it is paired with an aggressive border patrol and catch-and-deport policy.

The Berlin Wall was the best and best guarded I ever saw, yet escapes happened up to the time it was torn down. The difference between a pail to carry water that has a pinhole and one with no bottom. I prefer the pinhole pail please. The Berlin wall is different from other walls or fences. It is more like a jail wall. The major purpose was to keep people in who are in rather then to keep those out from getting in.
