Schools that gave away condoms saw an INCREASE in teen births:

Vox Learns Promoting Promiscuity, Increases Promiscuity

With the release of a new research study, Vox is shocked and puzzled to find out that access to condoms in schools has led to an increase in teen births, not a decrease.

The study conducted by the University of Notre Dame finds that schools which implemented condom giveaway programs saw a 10 percent increase in teen births as well as an increase in gonorrhea rates among women.

Searching for answers, Sarah Kliff Vox reports:

It's possible that teens did engage in riskier behavior with the condoms available. Or teenage girls might have decided to use the condoms — which have an especially high failure rate — instead of birth control pills, which are more effective at preventing pregnancy. The research paper isn’t able to answer why teen births went up in the areas where schools gave out free condoms. But it does call into question some of the unintentional side effects of making the contraceptive more freely available.

Schools across the country began offering condoms in the late 1980s and early 1990s in response to the AIDS epidemic. Many instituted the policy attempting to encourage students to engage in safe sexual practices.

Vox makes note that “most schools made condoms available through a staff member, like a nurse or counselor. A much smaller number gave students access to condoms from baskets or vending machines.”

What they failed to realize is that when you encourage promiscuity, you will see an increase in promiscuity. Such a mystery to the left.
