The skit you posted is a hilarious take-down of the preening and self-important Horst Seehofer, who has been the Minister President of Bavaria and the head of the Christian Socialist Union Party since October 2008.

The ZDF political comedy show "Die Anstalt" is broadcast from Munich eight times a year. The show title is a self-contained joke which means "the establishment" or "the asylum" depending on the context.

What makes this skit funny are the following facts:

1.) The CSU Party he heads is a tiny far-right Catholic Party based in Bavaria holding less than 9% of the seats in the Bundestag;

2.)
CSU's only claim to fame is they've consistently allied with Angela Merkel's Christian Democratic Union Party which holds more than 40% of the Bundestag seats, forming the government;

3.)
The last time there was a Bavarian Minister of Foreign Affairs was in 1919;

4.)
Prior to 2008 Horst Seehofer held an insignificant position in Angela Merkel's coalition government as the Minister of Food, Agriculture and Consumer Protection;

5.)
Horst Seehofer, no longer part of the federal government, has taken to offering Angela Merkel and the EU unsolicited foreign policy advice.

This situation in Germany is as bizarre as if Governor Rick Snyder of Michigan began offering foreign policy advice to the President of the United States!

Of course in America we actually see the federal government offering Governor Rick Snyder advice on how to manage his disastrous water quality decisions, just as Germans would expect Horst Seehofer to be tending to the environmental problems in Bavaria and the problem of drunken homeless people squatting in the city of Munich!

So the skit skewers this self-important little man who believes Bundeskanzler Angela Merkel requires his non-existent foreign policy expertise.

The skit steps up the absurdity by having little Horst Seehofer in Berlin wearing a traditional rural holiday costume Bavarians would generally put on only to attend Oktoberfest or a historic commemoration luncheon. Instead of offering unsolicited foreign policy advice to Angela Merkel, Seehofer has unannounced decided to offer foreign policy advice to the US Ambassador to Germany!

Understanding German politics as you do, you spotted this skit about Seehofer as Laugh Out Loud Funny ! Well done, you.

"King" Horst Seehofer wearing normal clothes instead of an ill-fitting "Friedrich Cardigan" shown below and in the video skit.

Embarrassing, arrogant, overbearing: CSU chief Horst Seehofer - allofus.de - February 10, 2016

Horst Seehofer, who's generally regarded as a Bavarian thorn-thicket and overtly as "King Horst of Bavaria", now proposes a completely new plot - just to convince a few Nazis to pitch their cross at the CSU.

After only the Russian despot and dictator Vladimir Putin honored King Horst by receiving him during a visit (well - not everyone sees a Seehofer's visit as honor) and thus virtually thwarted the common policy of the German government, he assumes now the Merkel government belongs to his little CSU party itself, a "rule of injustice".

Please, please love Nazis, says the poop-tan CSU.

If that were really true, Seehofer should logically immediately tear the coalition agreement that bears his signature, then pull their three CSU ministers from the government, dissolve the parliamentary group with the CDU in the Bundestag and go into the opposition. Seehofer is probably sick

When one sees how King Horst I maneuvered, trying to hit a jackpot in the next election, there is for his behavior really just one explanation, which lies somewhere between senility and dementia.

One could indeed assume Seehofer left the political arena with an instructive book "Mein Kampf" by Adolf Hitler's just issued in a well annotated edition. Here King Horst I might even learn what Nazis really mean, namely shit brown dirt.

Hier könnte König Horst I. vielleicht noch lernen, was Nazis wirklich sind, nämlich brauner Dreck.

The clowns, Jan Lancaric, Steven Robinson, Nils Böckenheuer, Grigore Zahan, Nitoko Raki and others posting in English on the YouTube website below the "Die Anhalt" video don't even understand the German language posters are making fun of them!

And that's pretty funny too. All in all, that's a bunch of good laughs for everyone who understands.
