That does not constitute the SOS independently selling arms to a foreign entity....at best it was on her recommendation that the prexy and congress authorized the shipment not the sale of arms to rebels..... Reagan sold missiles to the "Freedom Fighters", ie the Contras in Nicaragua without congressional approval.
