John,
It's unfortunate that the criminal justice system was never meant to cope with the high level of criminal savagery, brutality, and barbarity that we witness daily in the United States. We must have much stronger deterrents and much more capital punishment, in my opinion.
We're far from conditions that require a police state, John.

Once we are, however, we'll revisit your "Judge Dredd" suggestions.
