Years ago in Yemen I saw kids as young and 12 carrying compact machine guns. Everyone carried their guns into the coffee shops and wherever they went. Sometimes boys being boys would get into fights - even some serious ones. And yet nobody would reach for their gun because they understood that if they killed someone, everyone in their family was fair game to someone from the victim's family. Yes, you may get away yourself, but someone may kill your son because you killed his. Or they may kill your brother because you killed his brother. Or they may kill your cousin because... There would be no escaping of the punishment and later you'd have to face it within your own family and explain why and how your brought death to them. Clan elders are vigilant to settle things and calm tempers down before full blown feuds ensue.

American culture is not compatible with guns. An armed society needs very strong social bonds to tamper the misuse of guns. An individualistic society with emphasis on personal accountability lacks those safeguards.
