Alaska has wasted billions on dubious megaprojects, so I'm glad to see him killing off the Susitna Dam and Knik Arm Crossing. He also dialed back the oil industry incentives, cut state-funded road construction projects and departmental budgets, etc.

Average annual dividend over the past ten years has been less than $1500, so capping the dividend at $1000 is not that much of a cut. I expect further cuts in future years, so folks overly dependent on the dividend may have to consider moving out of the state.

We have a terrible financial crisis, and times have changed. This is going to be brutal.

It is like people not understanding probability. The fear of terrorists is irrational. One is about 10,000+ times as likely to die in a car than by a terrorist.

Number of dead from car crashes in USA = 30,000 per year.

Dead from terrorists in USA = 300 per year

That's 1 in 100 not 10,000+ times as likely. You were right that people don't understand probability.

But you also ignored a more important issue. Usefulness of cars = phenomenal. Usefulness of terrorists = useless people with negative value.

Fear of jihad terrorists is not irrational. They are like cancer cells. Sure, one by itself isn't too bad. But they proliferate out of control, then one day the new rulers are sharia murderers and you'd better stick your bum in the air five times a day, or else. And don't eat or drink between sunrise and sunset or it's apostasy and head-hacking. And don't be a woman. Or a homosexual. Or a Jew. Or an infidel, or cartoonist, or denigrator.

Even more than car crashes, consider how many people die from what they do or don't put in their mouths. That's millions per year. But putting nothing in your mouth isn't an option and keeping diet perfect is impossible. It would be much more sensible to worry about diet than jihad, but diet is something people do to themselves rather than something somebody else does to them against their will.
