But I think he'll be outspoken about the wrong doing -- more than the IG was -- even if they don't recommend prosecution.
So what does this mean, exactly? Sounds like another "censure, don't impeach" kind of thing.

Hillary will take this and claim the FBI cleared her of any wrongdoing. Harsh words have never stopped the Clintons.

Another "fake scandal," according to her supporters. At least until the next one.
