Robert, The P II-233 has extra baggage, as it needs a special case and power supply and motherboard, all of which are premium items. And so to hit the same price/performance point the CPU must cost less. At higher frequencies the problem vanishes as there are no fast standard socket 7 parts..... yet.
It is called the beginning of the end of slot 1.

Robert,, think about it. It's not really odd at all when you consider that the required slot 1 motherboard is much higher than the board that the P55C plugs into. And how much performance advantage do you get for this now higher PII 233 total cost?
