1995 was the year Timothy McVeigh bombed the Federal Building in Oklahoma City killing 168 people, 15 off them infants, also seriously injuring and additional 680 people.

For many Republicans this massive act of domestic terrorist bombing of civilians doesn't count because McVeigh and his fellow terrorist Terry Nichols were both right-wing Republicans and US Army Veterans. You mysteriously don't even remember it in a strange case of self-censorship.

For Republicans the attacks of 9/11 wouldn't have been terrorism either, if only the participants had also been blessed right-wing Republicans, because Republican terrorism against Americans is simply "free speech".

You may want to reflect on your bias.

As was pointed out in an earlier post, the biggest contribution was the 168 people killed by Timothy McVeigh. Over 600 more were injured so the death toll could have been much higher.

How do you have 32 terrorist attacks and no deaths in 2003?

Within the PDF there is a link to the University of Maryland's Global Terrorism Database:

You can search by country and then page through to 2003 to see what constitutes a terrorist act. There are several entries for "Earth Liberation Front" and the "Animal Liberation Front," along with anti-abortion activists who caused property damage. The fatalities and injuries are listed at 0.

Here is an example.

08/01/2003: Suspected members of the Earth Liberation Front (ELF) burned down a new apartment complex that was under construction in La Jolla, California, U.S.A. The early morning fire caused more than $20 million in damage to the unfinished, wood-framed building in the upscale University Town Centre residential neighborhood. No injuries were reported. The Earth Liberation Front claimed responsibility for the arson attack.

Are they counting protests at abortion clinics?

No, I don't see anything suggesting that a protest at an abortion clinic constituted a terrorist act. However, when property was damaged by suspected anti-abortion activists, the act is listed.

The data is very suspect.
