Great engineers will do their jobs even with lousy management. Yep. Worked for several companies that management flew straight into the ground. But none of them managed a project that went for 5 years with an accuracy of 1 second. Private industry has its own set of problems. And the larger the company, the more problems. It takes a government to pull off really big projects.
