but:

but Mexico is a sovereign country if has the right to ally with Russia and invite Russian soldiers there.
Crimea voted to leave Ukraine and Crimea invited Russia in.

Does Cuba, as a sovereign country, have the right to invite Russian or Chinese troops and install missile sites? Deja vu all over again.
