LLJB, [edited] thanks for describing in detail what you already tried. I can't think of a solution, but your weekly use of ASO seems excessive and unnecessary. We had a poll here a while ago and defragging a hard disk in Win10 is no longer necessary [MS does it by itself without fanfare]. Cleaning the registry is outright dangerous. [I haven't done either one since getting Windows 10 a year ago]

I'd use "settings" to look further into "network and internet" and "update and security"For "system restore" background info, here's a case with a solution. Or, post your problem there answers.microsoft.com

[edit] first try settings>update to see if Win10 sees an internet connection.

PS: there is a major Win10 update on August 2.2016 - wait for that if settings>update works

Leaked: Windows 10 Anniversary Update is coming August 2

LLJB, does your cleaner program allow reversing a cleaning? If yes, try it. About need to defrag HD and clean registry:

GG, we had a discussion about registry cleaners last year. I decided not to do this any more after learning MS says it's unnecessary windows.microsoft.com

Until then I used Ace Utilities for years. It allows you to reverse a cleaning. There's a computer builder on iHub who recommended it and then decided not to use it any more.

We had a poll here and 12 out of 29 never use a cleaner Message 29334732

CCleaner is popular, though.

PS: I also stopped defragging [Win 8]. Not needed as win 8 defrags itself

Welcome to SI and sorry about your computer difficulty.

If necessary, you may want to consider a factory recovery.

Just be sure to backup your personal files and bookmarks first.

I would try rebooting the router( power off, wait a few seconds, then power on), then reboot the laptop (full power down and power up; not simply restart).

Sometimes after rebooting a router, it can take a computer a little longer than usual to make a connection, so don't be too impatient after the router reboot.

B.K.

You should contact the maker of Advanced System Optimizer. They know the program and may be able to help you.

I never run any type of optimizer on my computers and I have no problems with them.

LLJB, it seems like ASO allows going back to the state before you ran it. "before Advanced System Optimizer goes about its work, it first backs up system files and creates a restore point so that you can restore your PC to the condition it was in before you started using it."
