O.K., 1920's though the 1960's.

In the 1920's the republicans were running everything and the populists in the U.S. and the average guy was never too fond of immigrants and the Republicans were looking to get the average guy's vote.

It didn't help any that the Italian immigrants from early in the 1900's had seemed to bring nothing but organized crime and Al Capone.

In the 1930's Americans were standing in line to get food because there were no jobs. Not exactly the time that anyone would want to come to America or could scrape up the boat fare to do so.

In the 1940's the world was at war. Not a lot of people had the ability to go anywhere...

The 1950's and 1960's seem self self explanatory.
