I'd add a caveat to that. Educate all Americans that want in and can qualify before you admit one foreign student.

Merit tests...but don't come crying when the universities are filled with Asians.
If you haven't noticed, it's the liberal establishment that is crying about the universities being filled with Asians.

No different than when Harvard tried to cap the number of Jewish students in the 1920's, today's elitists are trying to cap the number of Asians attending top schools.
