I have no disagreement with that report. It's clear that demand is outstripping supply. Still, as of 2015 there are 15 states with higher population growth rates than California.

The San Francisco Bay Area is largely developed, so new developments are pushing beyond its boundaries and necessitating longer commutes. The other choice is to tear down lower-density apartments and put up higher-density apartment towers for lower-income families. These could end up looking like NYC projects.



California has been growing much faster that the state's ability to provide adequate housing. North Dakota had a recent growth rate of 12.5% due to oil fracking jobs, I assume. They are struggling with housing as well, but these will not likely be permanent jobs and many of these people are probably looking elsewhere for work now.
