Just bought a few more myself. You are right, it does seem that they are holding it back, but with the spread so close, maybe there are a lot of momentum people making their quick 10% every couple of days. The more shares the longs mop up, the better this one will move over time. I have bought several times over the past few weeks and it is almost impossible to move this up. (Not that I am buying THAT much at one time, but I tend to buy when the ratio is heavily buys over sells and the price sticks anyhow)
