And it's not as if Putin can't assist or manufacture terror attacks, either. The Russians are known for having some pretty extreme tactics- and we don't have very good intelligence on what they're doing. Too bad wiki is not leaking Russian stuff- but the Russians would blow their heads off, so no chance of that.
