Those who have blamed Putin are just guessing. Because, I suppose, it is entirely possible that the some outside agencies have hacked into Russian intelligence and have been using their IP addresses to hack the DNC without permission or knowledge. Or perhaps the Russian intelligence agencies have been running a rogue operation against Putin's wishes or without his knowledge. I suppose it is possible.
