In S.F. Bay Area, Sprint offers 300 anytime minutes for $40. Additional minutes are $.20. Includes free 1st incoming minute, 1000 minutes of long distance, voicemail, etc. They have other rate plans with more or less minutes. I believe for $25, you only get 30 free minutes.

I was in Portland around Thanksgiving and they were promoting something like 150 minutes for $25 with additional minutes around $.15. Don't remember the particulars, but I do remember it was quite a bit cheaper than in S.F. But then isn't everything?

A company in Portland (I don't remember their name, but their phone number was 1-800-4ACCESS or something like that) sponsored a free day at OMSI (Oregon Museum of Science & Industry?). They were letting people make free calls with QCOM phones and giving away stuff. It was a pretty big deal and there were zillions of people there.
