I have no idea what you are talking about. RCP says that Clinton v. Sanders got slightly less than 28m votes in 2016--

Sanders -- 12,029,699

while Obama v. Clinton in 2008 somewhere between 35 and 36m votes, depending on how the votes are counted (the details on that don't really matter here):
