Nope.

These are 1.8 volt devices, built on Intel's 0.25 micron process.

The 200 & 233 MHz devices dissipate <4 watts. I'm not sure about the 266 Mhz part - probably 4.5 to 5 watts.

No, these are the .25um process 1.8V Tillamook CPU's ... Intel has been
shipping .25um CPU's for the past 3-4 months. AMD's efforts on .25um
are slipping and there won't be much of a "product window" left in 6 months.
