No, it has more to do with the upcoming election. The problem that CNN has is that it needs news to prosper. So in times of disasters, active wars by the US, missing planes, etc. it does well. When times are boring, not so well. You might want to tie it to Hillary or the Clintons in general, but you like conspiracies.

CNN is not particular ideological. When it comes to politics, they bend over backwards to strike a "balance". Even when none exists. Which means if one party takes a particular stance, they report on the other side's version and treat it with equal respect no matter how stupid or crazy it is.
